As this process deals with Windows registry make sure to create a system restore point before editing the Registry.
Open notepad and copy the below registry code and save it as Animation.reg file. Make sure that you have saved it with .reg extension.

Next, double-click on newly created Animation.reg file. Upon prompted by UAC, click on Yes to proceed. Again, click Yes upon notified by the message Are you sure you want to continue.
Finally hit Ok button to complete the process.
Now, get back to the start screen to see the changes by either pressing the Windows logo key or clicking on the Start screen preview button that appears when you move mouse cursor to the lower-left corner of the Windows screen.
Alternatively, you can use a third party app to enable the hidden Start Screen Animation in Windows 8. Winaero has created an App named Start Screen Animations Tweaker, which can enable the animation in Windows 8. This is freeware tool that is compatible with both 32 bit and 64 bit OS.
